I don't know if this would work, but could they store a urine/blood sample of every athlete and apply scientific testing 10 years into the future with new technology available then? This way, any drug users would know that they could still be stripped of their achievements and shamed in the future.

create a moral campaign that makes people feel ashamed if they use drugs--like other drug ads

change the incentives of pressures so that athletes will not be rewarded for super-human strength

Create rehabs for athletes and performance enhancing drugs to stop and prevent before the event.

Creating two version of the sports events -- one that allows drug use and one that does not. By legalizing drug use and making it a separate category, the standards for comparing athletes will change and athletes would have an incentive to compete in the "non-drug" category to prove their mettle.
