How can plastic grocery bags be creatively reduced, reused, or recycled?

Local communities, counties or states have to establish system for collecting and recycling old plastic bags. Every store have to has (plastic) container (not so big) where will customers put in old and unusable plastic bags. Customers have to reuse plastic bags and on the end, as a last use, they have to use as bin liners. And on the end - RECYCLING!
