Instead of general plumbing, focus on a specific area - bathroom fitting, kitchen installation, additional toilet. Sell the benefit of the product and not the service.

A plumber is like a visit to the doctor - you generally go when you have a problem. However, we know that prevention is cheaper/better for you. Offer plumbing check-ups (especially before guests / parties): ensure all fixtures work, don't leak, and drain well. The checkup could include a price savings analysis of using low-flow devices, point of delivery heating, etc. could save them money (and more than pay for the visit).
