What are the negative aspects of having a sports facility run by a local council?

I'm investigating the pros and cons of sports facilities operated by local council authorities - specifically UK, though I suspect that the responses will be generic and so any applicable suggestion is welcome.

Council ideas are not sustainable. Any community project must be operated from a grassroots level. It must be operated by the community emotional desire and investment not by community demographics. Government can not affect any positive social change or involvement. www.intimateattitudes.com

a sport's facility to do what? The YMCA does this now. Any time you have a counsel do anything, everything slows to a crawl.
