How to connect Students from high schools and colleges together for educational purposes?

A website such as facebook, or a blog, where students can create a profile and post questions about there homework, to allow other students such as graduate students or students who have taken the course to help the students in need by directing them to other webpages or with direct help such as tutoring. The website will also have pages for each university and joinable classes where the professor or Teacher's Assistant will be able to help. The students will be able to post their own student guides and quizes that will aid in helping other students. There will also be chat rooms where Teachers assistants, professors, or even students can host a Question and Answer session at certain times. These chat rooms will allow students to converse in a group setting in the class they need help in, such as introduction to statistics or even upper level college courses.
