A GPS system could be designed that had a fail-safe alarm embedded in a discreet product, which has to be actively de-activated by the runner when stationary for more than 1 minute. The runner can over-ride the alarm, but the emphasis is designing a system, not a stand-alone "i can do it all" product. Systems require infrastructure and so this could be a service not a product.
