cheaper rates for hybrids/ electric cars. SUV's should be overcharged. Car- poolers should be given discounts as well. [about 16 years ago]
Parking spots are open spaces which can be utilized to install solar arrays/ solar collecting plates under which cars can be parked. Bioreactors utilize sunlight for co2 capture and conversion, so these would be useful too. But the best way would be to make the lot vertical and limit the total land used. [about 16 years ago]
